tilt and slide window problem

I've had some wooden, double glazed,tilt and slide sash windows installed and was surprised to find that there are no retainers on the window to stop them falling out of the frame when the clips are undone. I don't think they are "fit for purpose", they are heavy and I run a B&B so there may be a health and safety issue. Are there any safety or other standards relating to how these windows should operate/be constructed?
