Consevatory Planning permission?

Hi my neighbor is building a conservatory at the back of a terraced house(1928). We both have a single bay at the back and share a common tiled slanted roof above our bay. His intention is to remove the bay roof and I think the structure of the bay. The conservatory roof will run above the height of the previous bay roof. He is also building on a boundary wall between our houses. I am wondering if he needs permission for this? He has told me he doesn't need planning permission.

I believe he will have to satisfy the Party wall act to build the extension even if it is replacing what is existing. This will require him to complete a planning application.

Google party wall act and you should get the information fully

I'm fairly sure he will need permission if it is going to effect the shared roof, have they shown you any plans yet?

As mrfrost said, your neighbours claim that he doesn't need planning permission seems kind of dubious IMHO, especially since he's using the boundary wall! Definitely something I'd look into!
