drainage under conservatory

wanting to build conservatory at back of house. in the middle of the area where i want to build there is an inspection cover for drain. am i ok to cover with a double sealed inspection cover, also near the house wall there is the access hole for the valve to switch off the mains water to my house. is it ok to build over the top of this as long as i leave an access cover ?
