Electric Towel Rail

Hy There, Need some advice on installing a new heated towel rail. I was planning to use a standard heated towel rail which would normally be plumbed to home heating system, in my case this is too much trouble so I thought I'd go electric.
I have a normal towel rail and a heating element. Can I just cap off the outlet, fill the thing with water, install an electric element where the intake would normally go and just turn it on? Or would this be in danger of blowing up or something?
